Andrew Hardie

Andrew Hardie is an international consultant with a thirty year record of managing, implementing, designing and delivering innovative and successful ICT solutions, primarily in the public sector. In that time, Andrew has worked for seven parliaments, eight UK Government departments, two Local Authorities, Tony Blair's office, the Royal Household and the Council of Europe in Strasbourg. In these environments, Andrew filled a variety of de facto roles including Head of IT, Project Manager, Change Manager, Business Analyst and System Architect as well as providing traditional strategic and technical consulting.

In those thirty years, Andrew designed systems for the first UK Government email project (IDEM), computerized Hansard and Parliamentary Questions, set up the first Web site in Parliament and implemented a Web-enabled collaborative workflow system for the Council of Europe in Strasbourg. He has lived or worked in Belgium, Czech Republic, France, Germany, Iceland, Ireland, Romania and Sweden.

Andrew is currently implementing a new Web-based multilingual workflow, publishing and email management system for a pan-African social justice network and a system of networked real-time digital audio data replicators and high availability hot-swap servers for the Parliament in Dublin.

Andrew has been active at the interface between industry and legislators for over twenty years, via PITCOM (the Parliamentary IT Committee) and participation in the e-Crime, Communications, Public Service Delivery (formerly Transformational Government), Procurement, Knowledge Economy and Information Governance (formerly Data Sharing and Personal Identity) Groups of EURIM. He has given evidence to Parliamentary Select Committees, written briefing papers for Parliamentarians, participated in international forums and is active in civil society development, e-government and e-democracy, both in the UK and central and eastern Europe.

Andrew is a Director & Governor of The Democratic Society (an NGO promoting democratic re-engagement in the UK). He is a Eur. Ing, a Chartered Engineer, a Chartered Fellow of the BCS, a member of the BCS Elite Group and a Fellow of IMIS.
